Siryl
This could only be Cthulhu, and the hazy jumble in the background must be the mad architecture of R’lyeh.  This painting by Terry Oakes of the Young Artists appears on the cover of The Dragon, a Vangelis album cobbled together by Charly Records after he found success on a new label.  I’ve also run across it in, not one, but three books that reprint the Young Artists’ art: The Encyclopedia of Fantasy and Science Fiction Art Techniques by John Grant and Ron Tiner, Galactic Encounters: Aliens in Space by Stewart Cowley as Steven Caldwell, and Space Wars, Worlds and Weapons by Robert Holdstock as Steven Eisler.  Each book gives the picture a caption that presents it as an alien on another planet, totally ignoring its obvious Lovecraftian origins. 
I’ve never actually found the place where the painting originated, but I know Terry Oakes provided original cover art for a staggering number of horror anthologies, so it was probably one of them.
